Faculty: THOMAS MCQUILLAN (Prince William County, Virginia), Chief Information Officer

Consero is honored to announce that Thomas McQuillan will be joining the Forum faculty for Consero's Government IT Forum 2012.

Thomas A. McQuillan has been the Chief Information Officer (CIO) for Prince William County since July 12, 2010. Mr. McQuillan is responsible for all technology systems, the County’s Data Center, Voice Systems, Public Safety Radio System, the County’s IT Strategic Plan, and Technology Improvement Plan (TIP). Mr. McQuillan served as Deputy Cabinet Secretary for the Department of Information Technology for the State of New Mexico from June 2009 until June 2010. He was responsible for Enterprise Operations, which included the State’s Data Center, Security, Radio, Networking, and Voice systems. Some of Mr. McQuillan’s major projects were the establishment of a Business Continuity site, the upgrade of the State’s 20,000 email accounts, and the coordination of the State’s NTIA BTOP Round 2 Grant Application for $44 million dollars for Digital Microwave upgrade and the early deployment of a Public Safety 700MHz radio system.
 
Mr. McQuillan served as Owner of his own technology-consulting firm, Quill Consulting, LLC. Mr. McQuillan has been a frequent speaker at local, state, and national conferences regarding a variety of technology and management issues. Mr. McQuillan served as the Director of Information Technology for the City of Grand Rapids, Michigan for over 25 years. He retired from the City in June of 2007. In April of 2007, Mr. McQuillan was inducted into the National Honor Society Pi Alpha Alpha for his many years of public service. Mr. McQuillan was awarded the “Leadership Award” at the 2006 Michigan Digital Government Summit. He led the City’s IT Department from “Punch Card” to “Mobile WI-MAX” technology.
 
Mr. McQuillan has been featured in local, state, and national publications. He has over thirty-six years of experience on a multitude of projects and negotiating contracts and outsourcing agreements. Mr. McQuillan has worked for Financial, Manufacturing, and Governmental organizations and has worked collaboratively with State, County, and local governments on issues of emerging technologies, sharing best business practices, and strategic directions. He has lobbied on behalf of local government with the Michigan Legislature regarding the Michigan Telecommunications Act. Mr. McQuillan is a graduate of Michigan State University and has been married to his wife, Marianne, for over 35 years. They have two grown children, a son, Sean (wife Jamie) and a daughter Nicole. Mr. McQuillan enjoys playing competitive tennis and he participated in the Sectional playoffs in Tucson, Arizona in May 2010.
