Faculty: RICHARD M. KELLY (Harsco Corporation), Chief Compliance Officer

Consero is honored to announce that Richard M. Kelly will be joining the Forum faculty for Consero's Corporate Compliance and Ethics Forum 2012.

Richard M. Kelly was previously employed as a Supervisory Special Agent, Unit Chief with the Federal Bureau of Investigation, beginning his career in Los Angeles, CA, where he investigated major white collar crime, Foreign Corrupt Practices Act matters, violent crime, and domestic and international terrorism matters. He was promoted to FBI Headquarters to assume a Supervisory position in May of 2002. During his initial assignment at FBI Headquarters, he assumed oversight of the Amerithrax investigation surrounding the multiple anthrax letter attacks that followed the terrorist attacks of September 11, 2001.  
 
During his tenure at FBI Headquarters, he also served as the special assistant to the Assistant Director of the Counterterrorism Division, and Supervisory Special Agent assigned to the Counterterrorism Executive Staff.  In August of 2003, Mr. Kelly was promoted and was charged with leading the FBI through several high-profile outside inquiries regarding counterterrorism operations, including the 9/11 Commission, the WMD Commission, as well as several sensitive Department of Justice, Office of Inspector General investigations.
 
In October of 2005, Mr. Kelly was promoted to the position of senior representative to the National Counterterrorism Center, Directorate of Strategic Operational Planning, where he worked with members of the Intelligence Community as a member of an interagency steering group on a broad array of strategic initiatives, including drafting of the National Implementation Plan.
  
In May of 2007, Mr. Kelly was promoted within the FBI’s counterterrorism division to Chief of the new Office of Strategy, Communication and Policy Management.  In this capacity, he was responsible for all strategic planning, risk management, and compliance matters for counterterrorism operations worldwide.  
 
In February of 2008, Mr. Kelly left the federal service to pursue an opportunity as the first Director of Global Security for Harsco Corporation in Camp Hill, PA.  Harsco Corporation is one of the world’s leading diversified industrial services and engineered products companies. In February of 2010, Mr. Kelly was promoted to the position of Corporate Compliance Officer and is now responsible for the company’s global Ethics and Compliance program, in addition to the global security program.
 
Mr. Kelly holds a Bachelor of Arts in Sociology and Criminal Justice from Bloomsburg University of Pennsylvania and a Master of Public Administration from the University of Oklahoma. Prior to his entry into the FBI, Mr. Kelly served an eight-year career as a police officer in Lancaster County, Pennsylvania, where he attained the rank of Detective Supervisor, investigating all major crimes.
